CIE Technical Committees

The Technical Committees (TCs) are the basis of the success and activity of the CIE. They consist of experts from around the world who develop reports, recommendations, and standards based on scientific knowledge. All member bodies may provide input by appointing a TC member to a given committee.

The following is a list of currently active CIE Technical Committees. Where applicable, the name of the Canadian Member has been included. If you are interested in actively participating in any of these Technical Committees, please contact the CNC/CIE Secretary.

1-91: Methods for Evaluating the Colour Quality of White-Light Sources

1-92: Skin Colour Database
1. To investigate the uncertainty in skin colour measurement and to recommend protocols for good measurement practice. 2. To tabulate skin colour measurements that accord with these protocols covering different ethnicity, gender, age and body location.

1-95: The Validity of the CIE Whiteness and Tint Equations
Based on published and new experimental work the TC shall seek to recommend modifications to the existing CIE Whiteness and Tint Equations to extend their application to illuminants other than D65. Furthermore the TC shall review the restrictions imposed on the validity of the equations to samples that are measured on the same instrument at nearly the same time, and review the colorimetric limits hitherto set. If enough experimental data justify it, the TC may recommend modifications to the current CIE Equations for Whiteness and Tint.

1-96: A Comprehensive Model of Colour Vision
Based on the published work and new experimental work should seek to recommend a model or models of colour vision that predicts of the appearance of coloured stimuli viewed in typical laboratory conditions. This shall include stimuli that appear as both related and unrelated colours, that are viewed under illumination from photopic down to scotopic levels, and that have varying size. The model shall also include a uniform colour space

1-97: Age- and Field-Size-Parameterised Calculation of Cone-Fundamental-Based Spectral Tristimulus Values
1. Following on from CIE TR 1-70, to recommend a procedure for age- and field-size-parameterised calculation of cone-fundamental-based spectral tristimulus values, compliant with the principles of the CIE XYZ concept. 2. To deliver a computer program for the calculations.

1-98: A Roadmap towards Basing CIE Colorimetry on Cone Fundamentals
To create a roadmap for the development of a new, complete, self-consistent system of CIE colorimetry measures based directly on cone fundamentals, with explicit consideration of the impacts of normal variations of the cone fundamentals due to age, field of view, and individual diversity.

1-99: Modelling Two-Dimensional Colour Appearance Scales

The purpose of this TC is to recommend a set of two-dimensional colour appearance scales based on perceptual correlates derived from colour appearance models using existing experimental data, and to provide evidence of the value of these scales in appropriate applications. The scales include whiteness, blackness, vividness, depth (saturation), saturation, and clarity.

2-67: Photometry of Lighting and Light-Signalling Devices for Road Vehicles
To prepare a CIE Standard for the measurement of photometric performance of lighting and light-signalling devices for road vehicles. Note: This technical committee is related to GTB Working Group Photometry. The Standard will be based on an existing internal GTB Working Group Photometry Guide (GTB identification: CE-3874) and will incorporate the rules for the determination and the statement of measurement uncertainties as defined in the ISO/IEC Guide 98-3 "Guide to the Ex-pression of Uncertainty in Measurement".

2-78: The Goniophotometry of Lamps and Luminaires

2-84: Recommendations on LED Package Test Data Reporting
To recommend the minimal set of consistent test data regarding light output characteristics (such as total luminous flux, total radiant flux, spectral power distribution, etc), electrical characteristics (such as diode I-V characteristics) and thermal properties (like thermal resistance, dissipated power, junction temperature, junction temperature dependence of light output properties and electrical properties) to be included in LED package test data sheets. As the amount of a minimal set of test data representative even to a single LED package is large, an electronic format seems to be feasible. Recommendations on a vendor independent format of such an electronic data sheet is also within the scope of the TC.

2-85: Recommendation on the Geometrical Parameters for the Measurement of the Bidirectional Reflectance Distribution Function (BRDF)
To provide geometrical recommendations for the BRDF measurement according to the type of sample under investigation, in order to allow better comparison between the different instruments, to improve the traceability of the measurements, and to help the user to choose the right angular configuration.

2-86: Glare Measurement by Imaging Luminance Measurement Device (ILMD)
Glare measurement principles by imaging luminance measurement devices (ILMD) will be studied. It is basically calculated form luminance distribution. This technical committee aims to quantitatively describe glare index using ILMD. Although calculation method of glare index is described in UGR in CIE-117, TI in CIE-140, GR in CIE-112, ILMD allows users to calculate glare index based on measured luminance distributions

2-89: Measurement of Temporal Light Modulation of Light Sources and Lighting Systems
To provide guidance on the measurement of temporal light modulation of light sources and lighting systems. The TC shall first develop a technical note on a measurement protocol that will include recommended measurement conditions and methods to measure waveforms of light (time intervals, duration, bandwidth, photometer requirements, etc.) and frequency-domain power spectra (FFT and other methods) that enabling all researchers to report the results with sufficient information of the light investigated in a consistent way.  In addition a standard test method shall be developed for flicker and stroboscopic effect using any existing or new metrics to be developed (i.e. proposed by TC 1-83). Conventional metrics such as modulation depth can also be determined from the measurement data . The TC should analyse the reproducibility and uncertainties related to all metrics.

2-90: LED Reference Spectrum for Photometer Calibration

The purpose of this TC is to investigate and publish an LED Reference spectrum to complement the Standard Illuminant A. The TC will investigate and decide the spectral shape, wavelength range and the format to be used for publishing the reference spectrum. In addition a metric for the quality of the match of spectral distribution of real sources to the reference spectrum will be defined for the purpose of photometric calibrations.

2-91: Optical Measurement Methods of LED Packages and LED Arrays
The purpose of this TC is to define an international standard for the optical measurements of semiconductor light sources (in particular LED packages and LED arrays as defined in CIE S 017-SP1) to the extent to which they emit incoherent optical radiation. Semiconductor light sources in terms of this standard are individual inorganic light emitting diodes or combinations of multiple objects of the same type in different two- or three-dimensional structures, which are distinguished and identified herein as LED packages and LED arrays. This document will not deal with e.g. LED lamps and luminaires as they are already covered by CIE S 025 or other applications of higher integration levels.
The standard shall describe in particular the geometrical arrangements, the electrical, thermal and temporal operating conditions and the measurement of the values of photometric, colorimetric and spectroradiometric quantities. Moreover, measurement quantities and associated measurement procedures are defined for describing the specific properties of LEDs and to take into account the restricted measurement options available during their manufacture or binning procedure.
The document does not cover semiconductor emitters for coherent optical radiation (lasers), nor limit values for evaluating radiation safety. The document does not cover measurements of bare LED dice (chip or wafer probing).

2-92: International Standard Format for the Electronic Transfer of Luminaire Optical Data
To provide an internationally agreed-upon data exchange format supporting most lighting applications, including colour-changing and horticultural luminaires. The new data exchange format will be defined in terms of the W3C Extensible Markup Language XML Schema 1.0 Fifth Edition, (https://www.w3.org/TR/REC-xml/) and be compatible with the ANSI/IES TM33 and UNI 1603054.

2-93: Revision of ISO 23539:2005(E)/CIE S 010/E:2004 Photometry - The CIE system of physical photometry 
The purpose of this TC is to revise ISO 23539:2005(E)/CIE S 010/E:2004 Photometry - The CIE system of physical photometry considering the comments raised at the systematic review of this international standard.

2-94: Measurement of Total Transmittance, Diffuse Transmittance and Transmittance Haze
This TC will investigate how to improve the accuracy of the conventional haze measurement methods and develop new techniques to obtain total transmittance, diffuse transmittance, and transmittance haze in a single sequence of measurements. In addition to addressing the problem of measurement inconsistency caused by employing different measurement methods or different measurement instruments which has perplexed industry for some time, the study of high haze (> 40 %) measurement is also included. The purpose of this TC is to give guidance to industry for best practice metrology, to enable them to develop and manufacture consistent and reliable products.

2-95: Measurement of obtrusive light and sky glow
The purpose of this TC is to provide guidelines and examples for metrics, measurement methods and corresponding instrument specifications for the measurement of obtrusive light and sky glow including the estimation of measurement uncertainty contributions for the measurement, necessary to validate assessment criteria of its effects on the environment. The proposed guidelines and examples can be used as a common base with reliable and traceable techniques for various disciplines that are dealing with obtrusive light and sky glow measurements, light pollution assessment and research.

To complete the work of the former TC 3-39, fulfilling its Terms of Reference: To review existing discomfort glare assessment methods with respect to their suitability to daylight glare. To identify strengths/weaknesses and threats/opportunities in these existing methods. To make a recommendation on a provisional method for daylight glare assessment. To identify additional parameters that might influence the perception and assessment of discomfort and glare from daylight. To develop proposals for possible research directions and projects suitable to advance the understanding of these parameters.

3-57: A generic discomfort glare sensation model
The purpose of this TC is to develop a new model to improve understanding, calculation and criteria for the evaluation of discomfort glare. It will model the glare sensation from a physiological viewpoint to make it applicable for various types of lit spaces and light sources (both indoor and outdoor) and to allow consideration of occupant profiles (age, visual ability, etc.) in lighting design.

3-59: The integration of daylight and electric lighting

Drivers in this context is meant to include drivers of motor vehicles as well as cyclists, including powered bikes (e-bikes, pedalecs, etc.)

4-58: Obtrusive Light from Colourful and Dynamic Lighting and Its Limitation
To provide guidelines for the implementation and usage of colourful and dynamic lighting in outdoor applications aiming at limitation of obtrusive light with respect to astronomical observations, humans and night-time environment. To develop metrics for obtrusive light from colourful and dynamic lighting systems and to propose suitable methods for limitation or prevention of obtrusive light from such systems.

4-59: Guide for Lighting Urban Elements
To revise and update the publication CIE 94:1993 ‘Guide for floodlighting’, introducing additional and updated information on the importance of lighting urban elements and the techniques and technology available for this lighting task. To extend the decorative/aesthetical focused guidelines by technical practice and research based recommendations on other issues such as economic, functional, environmental and urbanistic aspects. To consider the particular case of cultural heritage in order to contribute to its preservation.
The current twenty five years old document CIE 94 is obsolete; it refers to light sources, luminaires and lighting techniques which are no longer in use or have evolved over time. Revision of this document is necessary.

 4-60: Road Traffic Lights - Photometric Properties of Roundel Signals

The purpose of this TC is to revise the international standard ISO 16508:1999/CIE S 006 and to specify requirements to colour, luminous intensity and luminous intensity distribution of 200 mm and 300 mm road traffic signals incorporating the newest LED technology in light signals, dealing specifically with impacts on signal recognition due to the sun including sun phantom and ghosting. Furthermore, TC 4-60 is to provide a test method for determining phantom light luminance ratio.

4-61: Artificial Lighting and its Impact on the Natural Environment
The purpose of this TC is to provide guidance on ways to minimize the effects of artificial lighting on the natural environment, including impacts on flora and fauna. This would be accomplished by making recommendations on light levels, spectral distributions, and other specific considerations of a broad range of organisms as well as specific habitats.

8-16: Consistency of Colour Appearance within a Single Reproduction Medium
To study and report on sets of reproductions of the same source image that have a consistent colour appearance and are most similar to a reference reproduction, including recommending assessment methods that measure the similarity of reproductions of an image with different colour gamuts, for printed images on substrates with approximately similar characteristics in a fixed viewing environment. Only the effect of colour reproduction on appearance will be considered by this TC and so the assessment will be performed using hard copy or soft copy proofing. To propose a metric which can measure consistency of colour appearance.

8-17: Methods for Evaluating Colour Difference Between 3D Colour Objects
To study the subjective assessment methods and recommend a dataset for colour difference evaluation of pairs of 3D colour objects. To prepare a report on the investigations of the effects on the perception of colour difference that may be caused by differences of 3D shape, gloss and material.

8-18: Guidelines for Definition and Evaluation of High Dynamic Range Images and Image Sequences

The purpose of this TC is to propose a definition of High Dynamic Range (HDR) images and image sequences (Images, hereafter), including luminance level, contrast, and spatial/temporal distribution. To define luminance levels, observing environment, adopted white point, the kinds of Images to be used in research experiments and their assessment. To recommend methods of calculating key characteristics of the HDR Images.

JTC 01 (D1/D2/D4): Implementation of CIE 191:2010 Mesopic Photometry in Outdoor Lighting
To investigate adaptation and viewing conditions and define visual adaptation fields in outdoor lighting. To define lighting applications where mesopic photometry could be used. To provide guidelines for implementing mesopic photometry in outdoor lighting.

JTC 05 (CIE-IEC): Review of IEC 62471/CIE S009
To update CIE S009; to take account of revised exposure limit guidelines from the International Commission on Non-Ionizing Radiation Protection; to provide a clearer rational for the definition of the risk groups; and to improve the guidance on measurements in conjunction with Division 2. To work with IEC TC76 and IEC TC34 on the development of product-specific requirements of the revised standard. However, responsibility for the product-specific requirements will rest with IEC. To work with IEC to produce a dual-logo standard to replace CIE S009/IEC 62471.

JTC 06 (CIE-ISO): Energy Performance of Lighting in Buildings
To develop an ISO/CIE standard that specifies the calculation methodology for the evaluation of the amount of energy used by lighting systems in buildings. The standard - shall provide a numeric indicator for lighting energy requirements used for certification purposes; - can be used for existing buildings and of new or renovated buildings; - provides reference values as a basis for the targets for energy allocated for lighting usage, keeping in mind lighting design requirements; - provides a methodology for the calculation of instantaneous lighting energy use for the estimation of the total energy performance of the building.

JTC 08 (D1/D2/D3/D4/D6/D8): Terminology in Light and Lighting
To address any issues regarding terms and definitions related to the International Lighting Vocabulary (ILV). This includes coordination within CIE Divisions to maintain and update the ILV, coordination with IEC on questions related to the incorporation of ILV terms and definitions into IEC 60050-845 “International Electrotechnical Vocabulary. Lighting”, coordination with ISO/TC 12 on questions related to the incorporation of ILV terms and definitions into ISO 80000-7 “Quantities and units – Part 7: Light and radiation” and any further terminology issues within CIE.

JTC 12 (D1/D2/D8): The Measurement of Sparkle and Graininess
To provide a methodology to measure sparkle and graininess, and to develop a measurement scale. Measurands will be defined and the requirements for their measurements will be well normalized, in such a way that different instruments can provide the same spectrophotometric data from the same specimen. A psychophysical method will be recommended to obtain visual data, and its correlation with the spectrophotometric data will be worked out to develop the measurement scale for sparkle and graininess.

JTC 13 (D3/D4): Depreciation and Maintenance of Lighting Systems
To revise CIE 97:2005 and CIE 154:2003 in order to bring them up to date by incorporating recently used approaches for determination of lumen maintenance of LED lamps, dealing with lamp and ballast/driver survival factor and upgrading the luminaire maintenance factor according to current technologies and environmental factors. To deal additionally with distortion of luminous intensity distribution due to environmental influences. To extend the document by maintenance of LED luminaires regarding their cooling specific requirements.

JTC 14 (CIE-ISO): Integrative Lighting
To undertake an analysis of published scientific studies and review experience from published application studies on non-visual effects of light on humans, with the aim to provide guidance for safe and beneficial use in lighting applications beyond illumination for vision. The material to be analysed is existing material plus the outcome from studies that will become available during the period of this JTC. In particular, the work of the CIE on light as an input for all known photoreceptors in the human eye is included. The outcome of this JTC shall not cover subjects where no proper scientific validation is available and will concentrate on “low hanging fruit” or only provide the status of the different aspects of this topic.

JTC 15 (CIE-ISO): Lighting Of Indoor Workplaces

JTC 16 (D1/D8): Validity of Chromatic Adaptation
Recent experimental work revealed the incomplete chromatic adaptation under white light, especially those with low CCT and off-Planckian chromaticities, which are important to the performance of chromatic adaptation transforms. This was not considered in existing chromatic adaptation transforms (CATs). The TC will review the existing CATs and propose modifications by including a two-step transform to take the effect of white light chromaticity on degree of chromatic adaptation into consideration.

JTC 17 (D1/D2/D8): Gloss Measurement and Gloss Perception: A Framework for the Definition and Standardization of Visual Cues to Gloss
To describe recommendations for standardised visual assessment conditions of individual, established cues to gloss, to make reommendations for the definition of a standard gloss observer for individual diagnostic cues and, based on the findings from the above, to suggest optical methods and metrics for describing gloss in correlation with the established gloss cues.

JTC 18 (D3/D4): Lighting Education
The purpose of this JTC is to revise and update CIE 99:1989 and to provide recommendations on curricula for higher education and continuing education. To propose recommendations for education of lighting professionals and recommend options to improve and support continuing lighting education throughout the professional working life.
